The Fine Arts Program of the University of the Philippines Cebu was founded in 1975 as the first leading academic institution of the fine arts outside of the national capital. 2015 is its 40th founding anniversary.
Graduates under either the Studio Arts and Product Design tracks animate the continuing development of culture and the arts as professional studio artists, designers, teachers, and art professionals, furthering proficiencies, competencies and skills as well as increasing research and creative work inside the art, design, and culture disciplines.

The program develops in the students the fundamental artistic skills of drawing, technical rendering, and painting using research-based training modules developed from its 40-year experience in art teaching. These skills are balanced by cognitive knowledge of art history, theory, and aesthetic philosophy through direct mentoring by respected and accomplished artists inside an environment of free creative discussion of fundamental issues of art and design. Students are given ample opportunities to express skills, knowledge, and creativity through the use of the computer as a tool for research and creative production.
The Fine Arts Program maintains excellent academic standards by keeping for its students and faculty a viable personalized classroom environment which recognizes the inherent individuality of every creative person. The program recognizes that even as students learn through study and practice they are also growing into their professional lives as citizens and active stakeholders of the larger cultural and economic community.
